Raines formerly worked as the chief meteorologist for WBRZ-TV in Baton Rouge and WDSU in New Orleans, Louisiana, before joining CNN to oversee the network’s national weather coverage. He also worked as a weathercaster for the CNN-produced TBS Evening News on what was then SuperStation WTBS at this time (now WPCH-TV). In 1984, he left CNN to work as a meteorologist for KABC-TV, where he later rose to become a weekend evening anchor. Years later, he and David Ono, Ellen Leyva, Marc Brown, and (until 2020) Michelle Tuzee were moved to weekday afternoons 4, 5, 6, and 11 p.m.
Raines is popular for his moves during his forecast, such as the “Dallas dip”, the swirl, the fist pump and the golf swing.
